Lumia 950xl Maps do not seem to work offline

Howdy. I don't seem to be able to get the maps on the 950xl to work offline. I travel a lot in remote rural areas and when I try to run a search on the map for a location the phone always appears to want to go online and will not complete the searches.

Is there a tip that someone could share with me on how to utilize the maps the way I used to with my old nokia 925?

Are you saving the maps offline? I believe you can save maps by region to work offline.

Yes. I have them all downloaded on my phone.

I believe there's a serious bug in the Windows Map. Sometimes even my offline map doesn't work, leave apart searching offline. The GPS never gets detected and I get an error 'it's taking longer than usual to find your location' or something like that. & when I quickly turn on my data & turn it off, the map works fine. I am using L950, non-insider.

In HERE maps in L920, with W8.1 never had any such issues. It was a charm to use it offline!

Can't save location to favorite as well.

lol. I was just puzzling over this yesterday. I couldn't figure out how to save a location I just searched for as a favorite because I'm going to travel there Saturday.
