mail app doesn't run in the background

my coworker uses outlook.com and he changed his windows account to a local account. the mail app now works as expected for him.
 
Good news, the blogger that reported a fix for the issue in 24-48 hours said she was told this update does not include the fix, but we should expect it tomorrow.
 
Are any of you finding that Mail doesn't show in the background apps list? Is this because it is bundled under calendar?
 
I have 2 machines, one has this bug the other doesn't

A fix just has to be soon. There are too many people complaining about it. They are getting bad publicity from the tech blogs too. Some can't even open the app.
 
I can't open the Mail or Calendar app. It launches but just sits in the big blue screen and never loads the email.

Now, my Action Center is filling up with all my new emails, but the app just won't load.
