Missing application management 1020

So running 8.1 on 1020 and wanted to change what is operating in the background on a 1020. How do I do this? Going to setting/applications give me a list of an incomplete items but no options to change ones. I'm noticing those I did not have running the background before moving to 8.1 are not having their live tiles update.

Did I miss something or is this a bug.

It's in the battery saver option in settings

yep found it just before you wrote but just confirms actually that live tiles are somewhat screwed up in 8.1 Changing things to run in background does not activiate live tile.
