My Nokia can't load apps, it keep on wanting to set up my family?

my nokia cant load apps keep on wanting to set up my family?

i am trying to install windows insider on my nokia 1320 but soon as is press install it asks me to set up windows family. i checked my profile and account settings and age is correct . what can i do?

the date is okay on the phone? Time and time zone?
