My phone is not starting after showing nokia ?

My lumia 730 is not starting it showing dark blue screen.
i update it with new build and it cause.
i try every thing like try to reset from power+ vol- button but it not showing ! this icon and not resetting. it restart again and again.please help...

I believe the inly solution is to Hard Reset your device! either with keys (bing that) or using WDRT (you'll need a PC and a good connection for that).
