My quiet hours notification center button

My quiet hours notification center button has stopped blinking, has anyone else's button stopped blinking after so many soft resets?

Mine continuously blinks since upgrading to ...149.I cant cut if off so I figured it was a bug. BTW, I cannot find or change the Quite Hours Settings.

Mine continuously blinks as well. Can't find the quiet hours setting in the settings app.

I hard resetted and the result is still the same.

Hope someone has a solution

Blinking is a known issue, can't do anything about it.

Quiet hour settings are under Cortana > Notebook (under hamburger menu) > Quiet Hours.
