My Surface Pro 7 can't connect to a second monitor

Windows Central Question

Device:
SP7 i5/8/128, updated to the latest version of Windows.

Issue:
Can't connect to a second monitor (Acer)

Description:
1. Try connecting to the second monitor via an HDMI/USBc cable, device can't detect second monitor. Same monitor can connect to a SP3 via an HDMI/MINIdp cable without any issue. So the monitor is not the issue

2. Try connecting to the second minoor via the Surface dock, wth an HDMI/MINIdp connection. SP7 fails to detect the second monitor, while the SP3 can with the same set-up

3. The said SP7 can connect to a SP3 wirelessly, making the latter a second monitor. So graphic card driver shouldn't be the issue.
 
Is it a cable issue?

I am almost certain it is not.

1. The HDMI/USBc cable is currently being used to connect an external monitor to an Macbook. So it doesn't have any problem

2. The HDMI/miniDP cable is currently being used to connect an external monitor to a SP3. So that is not a problem too.
