My Windows 10 won't let me Add a Desktop when clicking Task View icon, why?

My Windows 10 won't let me "Add a Desktop" when clicking Task View icon

I am using Build 10240 of Windows 10. I was not a Windows Insider. On my Task Bar, when I click on the Task View icon, I only see the current Desktop and do not see the icon that allows me to add another Desktop.

It's just a plus sign on the lower right that says new desktop.
