No Cortana and No Speech Recognition??

So I updated to 8.1 in Australia and not only do I not have Cortana, but I lost Voice Recognition as well?? WTF? That's unreasonable! I liked having at least the ability to speak to my 1520 to ask it to dial a number of look up something in Bing.

The voice recognition is triggered when you press and hold the search (magnifying glass) button in Windows Phone 8.1.
