As RustyU has pointed out, O2 have been trailing 4G LTE in London. Here's hoping we'll be up 'n running soon! :)
 
I believe O2 have already had some trials.

I know about that trial (and a couple more than aren't public knowledge at this stage) but nothing about it convinces me that the infrastructure will be anytime soon on a wide basis especially since the actual bidding process is not to occur before the end of 2012 - put it this way, nobody is going to be offering 4G phones before Q2 2013 at the earliest and more than likely much later than that, depending on how it goes, could be 2014 before we see wide-spread adoption (and then we need phones which is why I mentioned end of 2014).

It's not a consideration for anyone buying a phone in that time-period because there is simply nothing to buy.
 
Prices are merely invitations or advertisements, the actual contract does not come into effect until the point of sale and they accept your money for the goods. So yes they do not have to honour any price they mistakenly place.
