Not able to rollback from Windows 10 Insider preview to Windows 8.1 - Nokia Lumia 735

Dear All,

I am trying to rollback Phone OS from Windows 10 Insider Preview to Windows 8.1 in my Nokia Lumia 735 phone.
I am using "Windows Device Recovery Tool 3.0.2' to rollback.

The recovery tool successfully detects my phone. It downloads some 1.75 GB of Software for installation.
It even re-starts my phone but it fails to install the Windows 8.1. I tried several times to do so but everytime it fails to rollback.
I tried in different PCs also but everytime I am getting same failure message "Operation ended with failure".

I have tried hard reset, soft reset, uninstalling windows Device Recovery Tools and trying again, tried in different PCs but I am getting same problem every time.

Every time, it re-starts the phone and then the tools fails at the step "Checking Anti Theft Protection Status". After this, tool shows "Operation ended with failure" and my phone again re-starts.

Can anybody please help me out with the solution?

Nokia Software Recovery Tool shows message that use "Windows Recovery Tool" for Nokia Lumia 735.
