I am looking for a windows app for my sony vaio touchscreen laptop. It has a stylus and I would like a notebook style app that I could use the stylus with that would then convert my handwriting into text. Is anything like this even available?

Well, I know Windows has a handwriting panel (instead of the soft keyboard) for, what dya know, handwriting.

OneNote might do handwriting recognition, but I cant say.
 
Yes, OneNote does convert handwriting to text...
but only within the Desktop version. The Modern/Metro app version does not have this choice available.

Windows Journal also converts inking to text which can be copied to clipboard and pasted elsewhere
