Your 1020 is att branded right? Didn't see you mention that... It has to be.

^ This is what I get when I go to the above link to the Windows phone store. Not available for my phone even though Im on the L1020 with a secure SIM. Got the same thing a couple days ago when I tried when the app was released. I'm also on the Dev Preview and am AT&T branded.

Got Softcard to escalate the issue. Still waiting for a call/email.

Yes. It is AT&T branded. Still no luck with Softcard support.

Ever hear back from them? I had a similar issue and the Softcard rep I talked to elevated it as well. No response yet.

There's a follow up from Softcard. They're working with Microsoft to see if they can resolve it.
