In the Desktop version you can just set page templates. Not sure if they then sync over to the Modern version.
I tweeted them - they need to make it so the one note app can have a default pen/paper template for the 'top button' press on the surface pen that opens One-Note (Lite??)
And a little slider to go back and forth, throw in graph paper too.This would be great as default. Could you imagine the advertisements during back today school and hitting the pen and having a note pad with lines at the click! It would sell like hot cakes!

They don't. For all intents-and-purposes the OneNote App and OneNote 2013 are completely separate programs. They don't talk to each other at all except for the normal sync functions. I don't think they even share the same cache which is kinda funny.
