OUTLOOK, can not access FILES option to see POP mail as in 8.1.

Hi... I use MSN as my email and it uses POP3 to download all email to my computer. With windows 8.1 (phone) email I would see any new mail that has come in but not downloaded to my computer yet. So it was a great way to see new emails while on the road. On my windows 8.1 phone i could also go into OUTLOOK, and select FILES then select POP and i could see the older messages that had been downloaded to my computer (only the last several hundred messages). With windows 10 phone I no longer have the option to goto FILES and then POP to see this downloaded mail. Does anyone know how i might be able to do this?
