Phone won't stop vibrating dosen't turn on?

so i droped my phone on the pool the pool. my 1st plan was to take everything out (sim card and batery and set it to dry. then a few hours latter i put the batery back on but the phone wont turn on it only vibrates with a black screen and it also wont charge im scared i even tryd putting it on rice and it wont work

You could try leaving it in rice overnight to make sure it is dry, but especially if it was powered on when it got submerged, it is likely and unfortunately damaged.
