I installed the latest technical preview on my 830 and I'm not able to open the settings app and the start screen is same Sa that in the denim. What to do, I tried soft reset but no changes

Try a hard reset. (During a OTA updates sometimes a glitch happens which is usual fixed with a hard reset)
