Okay.
Here is mine for this week.

Go to Settings ---> 'Ease of Access' ---> switch on 'High Contrast'

Then for black background, go to settings-Theme-Background dark.

But will affect on start screen, I think it will be better if you add a black pic as your start screen background (WP8.1)
