How was that GIF made? Is there an app that records screen action and makes it into a GIF?

I know how to use ProjectMyScreen to see my Phone screen on a PC. I know how to record what's on the PC screen (the projected Phone screen). I know how to convert a recorded video to a GIF. Just wondering if there is a simpler way to get from phone screen to GIF.
