I want to know too. i guess that the optimum height of the image depends on how many rows of tiles you have on the home screen. if you have many many rows of tiles, you can scroll vertically to a large distance so you need a "tall" wallpaper.

From my very brief test, it looks like a wallpaper with the 1080 x 1920 size won't scroll up/down or left/right when assigning it as a background image or as the lock screen image. I attached the test image I used for verifying this. See if you come up with the same results.

Setting as background still zooms the pictures in a little and scrolling to left/right still occurs.
