Push Notifications no longer work after Windows Phone 8.1 Lumia Cyan Update

After updating to Windows Phone 8.1 Lumia Cyan none of the Push Notifications for any of my apps work. Some of the apps include "Facebook", "Facebook Messenger", and "WhatsApp". The only way that I got the Push Notifications to work again was to go to Settings -> "cellular+SIM" and turn Off "Data Connection".

But doing this disables "Visual voicemail" and "Facebook" and "Facebook Messenger" app has trouble with the connection sometimes. Also, I think this disables cellular data but I'm on the prepaid Pay As You Go plan so I don't have data.

Does anyone know how to fix my Push Notifications problem besides turning off "Data Connection"?

Have you tried Access Point app and reselected your providers profile? Had that help once.

What's the Access Point app?

In "cellular+SIM" there is a "Network selection" option. It's set on "automatic" right now which is the default setting. I tried setting it to "T-Mobile" but it doesn't seem to help or do anything. I remember when I set it to "T-Mobile" before the Lumia Cyan update it messed something up on my phone. I think it made Visual voicemail not work anymore or it made SMS and MMS not work anymore so I just changed it back to "automatic" setting.

How do you reselect the provider's profile? There is only 1 provider on my list and it says it's "active". Tapping on it doesn't seem to do anything and when I tap and hold it down there is a "view" option.

I figured out how to get the Push Notifications for some of my apps to work without turning off "Data Connection". I had to reinstall the "Wi-Fi Calling" app and turned it 'On'. If using the 'Wi-Fi Preferred' option "Visual voicemail" will not work though, also group texts will not work, so I'm guessing MMS also doesn't work. So maybe try the 'Cellular Preferred' option. Whenever I received or wanted to send a group text I would have to turn "Wi-Fi Calling" to 'Off' to be able to read the text message. Sometimes Push Notifications will still not work or the notifications will be delayed and you will not receive them instantly but its better than not receiving them at all.
