I am running the new 8.1 preview but I had to do a full reset and in doing so I no longer have the preview for developers app installed do I have to reinstall the app and rerun it to receive any future developer updates?

Did you do a hard reset or use the Nokia Software Updater?

If you plan to keep using the WP8.1 and receive updates prior to the official release then you need the app. If you don't want that then you don't need the app. You'll still get the official release.

Yes you'll need to install it again to receive future dev preview updates.
