quiet hours & inner circle will be available without cortana?

Will we get quiet hours in India as Cortana will not be there so another question still we can get inner circle? As I wanted quiet hours & inner circle with or without Cortana in India as I have to wait Cortana for 1-2 years but I wanted both features whenever wp8.1 (OTA) is available.

This question has been answered before.. Yes you will get both without Cortana.. They are not tied to her, but when you have her available she can make this process easier for you.. After all that was the whole reason for integrating her within the entire OS

Ok, I have it confirmed, you WILL NEED Cortana to be able to use the Quiet Hours feature. It's a Client Side feature that relies on parts of Cortana to be able to function. Inner Circle is a core part of Cortana, so she will be needed for that.

Cortana is the one that keeps track of your Inner Circle, Quiet Hours uses your Inner Circle for some of it's feature sets and without Cortana, the application itself will not run.

Indeed, Quiet Hours is missing from the emulator when I set it to Croatia (language, region, everything). I seriously hope Microsoft will, in fact, find a way to enable Quiet Hours and Inner Circle for all of us. That's a very important and useful feature and to think it will be limited to US and later China and a few other countries.

I mean, I already plan on keeping my phone on US for the time being but a gazillion of people out there will feel so left out. Not having Cortana is one thing but not having seemingly so simple feature (do not disturb) is something else. Anyway, we shall see...

Cortana WILL go world wide. It will just take some time. I have no roadmap on who will get it when other than what has been published already, but it IS coming.
