I'm directly downloading and installing Cyan update via Nokia Recovery tool. Its downloading the latest version and not black.

EDIT : Sorry, It downgraded to Lumia Black. Will Install Cyan now.

I downgrade to 8.0 first using the Nokia Recovery Tool then upgrade to Cyan via OTA.

I'm not really sure on that. I'm using Globe network by the way.

My country also under testing too but when I've downgraded back to 8.0, there's a new notification that reminds me to update to 8.1

I've checked our local Nokia site and it's there too. Let's enjoy our Cyan now and I don't see any issues so far.
