Recovery Tool update inconsistency

Hello, I was ready to wipe my phone and setup my new account on it but after connecting to the pc and running the windows device recovery tool. I get this, whats it mean as it don't look right can anyone help plz

If I click reinstall software it isn't going to install the older one is it as I don't want that.

That's the only method. Wipe it to 8.1 and then upgrade to w10m and then hard reset via settings app on w10m.
