Question Repair cycle starts after every shut down (even after factory reset)

Hey all!
I recently upgraded my CPU to a AMD Ryzen 7 5700X3D. I have updated Bios. When I booted it up I received the infamous repair cycle (along with a 'C:\WINDOWS\System32\Logfiles\Srt\SrtTrail.txt' error).
I verified connection from the Power Supply, I did (multiple) searches which led me to try a few different CMD prompt strings, to limited effect, and then I did a windows reset (with the keep my files option) and downloaded as many driver updates as I could find. As soon as I tried to reboot to apply the driver changed it went back to the repair cycle. I have since done 3 total resets and every time it goes into a deeper off mode than sleep we get locked in the repair cycle.

Parts list as follows;

CPU: AMD Ryzen 7 5700X3D 3 GHz 8-Core Processor
Motherboard: MSI B450 TOMAHAWK ATX AM4 Motherboard
Memory: TEAMGROUP T-Force Delta RGB 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory
Video Card: PowerColor Red Devil Radeon RX 5700 8 GB Video Card
Power Supply: Thermaltake Toughpower Grand RGB 850 W 80+ Gold Certified Fully Modular ATX Power Supply

I'm open to any suggestions at this point because I am STUMPED. next step I will try when home is a full wipe not saving any files. I just want to make sure there aren't any files I need to save on there first.
