Response to texts while driving by Cortana with an android phone?

I switched to a Samsung Galaxy Note 9 from a 950xl and I miss being able to receive and respond to texts while driving.

Yup, that's one of the biggest drawbacks to Android IMO. There are Android apps that do it, but not well. I've just learned to live without it.
