Has it been mentioned whether Windows 10 will work on RT devices?

Also, Windows 8 never worked properly on my netbook because of their resolution restrictions. Any word on whether 10 will work fully on 1024x768 devices?

Yes it will, Surface uses a 1366x768 resolution so just like with Windows 8/8.1 it will work perfectly.
 
As I understand it, only metro was affected. Since metro is more or less gone for non touch devices, I suspect this is no longer an issue.

I'll be interested to see how well it runs on first generation Surface RTs.

Well, the last firmware update seemed to drastically speed up first gen Surface RTs so I don't see why Windows 9 won't run at the same speed as Windows RT 8.1

Theoretically 'only' metro was affected, but this encompasses pretty much all apps, and with additional emphasis on universal apps and an improved store ... I hope the resolution limit is gone, or at least reduced to 1024x768.
