Second Store for WP?

I have a weird question. If Project Astoria is that easy, can a developer make an app that explores Play Store & converts the app to be installed on a WP?
1. Login with a Google Account (for our info is their gold).
2. Purchase/obtain the app and start downloading apk.
3. -> At this point, Astoria (can it be run on mobile?) converts the app to be W10M compatible.
4. Install the app using the (developer's) side-loading feature.
Hassle-free!
 
I don't think it works that way. From my understanding, developers of a certain app can use whatever non-Windows code they have, plug it into Astoria to easily convert it to something that will run in Windows Phones (or Windows 10). Afterwards, the same developers can submit their app to Microsoft for publishing in the store.

This is different from having random developers getting the app from other developers and then converting them through Astoria - this is like stealing, in addition to the confusion it will create: imagine, let's say a certain app isn't available in Windows Phones. 15 developers decide that they'll create a Windows Phone version, resulting in 14 duplicates of the app in the store. Not good. Furthermore, what would stop these developers from monetizing the said app given that they are not the original developer?
