Should I install the Windows 10 Mobile Preview again?

I have done so before, but I reverted back because of some bugs. This was about 5-6 months ago. I had a big problem with scaling on my Lumia 1520, and it became unresponsive at times. Have these issues been resolved, and will it be a big leap from 8.1?

I think so. I use it on my daily driver and everything seems to work okay excluding some annoying Microsoft Edge crashes when viewing gifs and such. However there's a new build on the way next week, and you usually need a factory reset after it so you might save some time by going straight to the newer version.

Do you use a Lumia 1520?

They say (and I saw) that the latest build works great and battery life is better on 1520 and 930. But as it is hardware dependent, it is a little bit slow on my 1320 and battery life is not good.
So, you are on the safe side.
