If you're on Windows Phone 8, Windows button +Power button.
This is fundamentally impossible in Windows Phone 7 (unless an app takes a screenshot of itself), and some apps don't allow this in Windows Phone 8 Update 3.
If you're on Windows 8...you either use the screen capture tool, PrintScreen (found on some keyboards) then paste to Paint, Windows-N if you're using OneNote 2013...the list goes on.
