Single payment for apps across Win 8 and WP8

This was announced at Build but is this now in effect?
If I buy an app on my phone can I install it for free on my Win 8 device?

Or is it a future development?

It depends if the developer has made a cross platform app.

What if you bought it earlier (like skulls of the shogun) can you just download it on windows 8?

I bought Halo in September for my 8X, then installed on my Lenovo last week. I was charged $5 for the Win8.1 install, but I had a chat with MS billing support, and the charge was reversed. It just depends on if the app is set up as "universal" or not.
