It makes sense that Verizon would want all future smartphones to be LTE. In order to make more LTE spectrum available, they have to take it from their 3G spectrum. So if all future smartphones are LTE, that makes the process of transferring that spectrum over easier.

They want to move to their lte network because it is cheaper and more efficient to run than their 3g essentially making them more money.
