Don't worry I have solution
Just goto
Setting >access point > add + Create fack and active when you don't want to data On.....and active Original one Whan you Want Data On.....

How about using data sense and setting the limit to 0mb haha and restricting data connection on background

It seems to work, but once WiFi is switched on Data seems to activate as well.
