Local Microsoft Store has them otherwise you'll have to get them from online store or other sellers like Amazon, ebay, and maybe newegg. I recommend getting from Microsoft cause you would get the 1 year warranty with it when others are just 14 to 30 days.

Return period varies from retailer to retailer, generally it is 30 days however warranty last's a year as standard.
Essentially all devices come with 1 year manufacturers warranty as standard
unless expressly stated that it lasts longer than that as in "life time warranty, limited lifttime warranty, two year warranty" etc.
Some retailers offer an additional year or more on some products as a sort of after care package which can be purchased or comes as standard to entice more customers and foot traffic to their stores be it physical or digital.
The exception to this if you purchase the device from a retailer that has been returned then reconditioned and graded A,B,C,D and E.
The length of warranty varies from each grade
however each customer is entitled to a 1 year's manufacturers warranty however they will need to go through the manufacturer or their contracted or sub contracted repair departments to get issues resolved. Where experiences will vary drastically.
Second hand purchases etc from places like ebay again RMA process through the manufacturer with proof of purchase.
If it's a cash sale then it's upto you to swallow the cost (through repair centres, self repair etc) as you cannot legally proof you had brought the device from the previous owner. I'm not going to go into further detail as it becomes mind achingly convoluted.
