Spartan Modern app or Desktop App

Like the title says, does anybody know if spartan going to be a modern app or a desktop app or both. From the screenshots it seems like modern app.

That's true but Modern Apps are mostly dumbed down versions of Desktop apps and they lack functions power users need also they are optimized for touch screens so big buttons. I want an desktop app tbh.

Modern, not that it matters that much. Windows 10 will be released with Spartan as the default browser, IE11 looks like it'll be offered as a separate download.
