That's actually from dust getting between the phone and whatever case. The dust and grime will rub between the phone and the case causing abrasion and then causing scratches like what you are seeing. It can happen to any device with a case that isn't occasionally removed then cleaned. Doesn't matter what case you use most likely, and might actually occur more frequently with gel cases because those cases have a bit more give than rigid cases. The only real way to "remove" them is to actually remove a layer until the polycarbonate is entirely even, thus it actually hides the blemishes. The problem with glossy plastic finishes, is this wear and tear is much more obvious than it is with matte phones. Matte phones you will notice them becoming more polished and having shinier spots due to the same wear and tear but it is less noticable.
