Assuming WP8.1 is officially unveiled next week, and based on previous Windows Phone updates, what's the best guess for an estimated time that it'll actually be pushed out to the masses?

My experience with Apple is that they announce a major platform upgrade then pretty much get it out there ASAP to an eager user base while its still a hot topic and people are hyped and buzzing about it.
 
Depends on the model, carrier and region.,1520, 1020 n 520 get updates fastest coz they are most popular or costliest. Then the 620s get them last coz of smaller user base.
 
This has been discussed a few times in the forums, but most people are estimating that the release will be roughly 3 months after the announcement. Many are anticipating a July-August release.
Hopefully we'll hear more information at //Build/ next Wednesday about a release window, but for now lets just say "soon"

The Windows Phone updates aren't as quick as Apple's updates due to the way that they are handed down to the Carriers. Apple has a deal in place with the carriers to allow them to serve the updates directly to the consumer devices, while Microsoft finishes the update and then hands it off to the carriers. It is up to the carriers to serve it to the user base, however many carriers do additional "testing" to make sure the update works on all devices and in all scenarios on the network. Some see this as an unnecessary step, while others see this as a good buffer and as extra security so that they know their update and phone are stable.

The lumia 620 is the second most used windows phone in the planet

The 620 has a bigger userbase than the 920 worldwide! Its now 2nd (or 3rd?) most used NOKIA Windows Phone!

Maybe you should research first...!
 
Apple is in a unique position that they never allowed the carriers to decide iOS updates. Even Samsung can't get this arrangement with all tier clout. Apple is unique.
 
I'm hoping MS will push it out for dev unlocked phones pretty quickly though. Let's face it they should have lined it up close to Windows 8.1
