Start Menu and Action Center are dead in 9926

So I installed the new build today, and then the update right after. Then, I had a catastrophic meltdown and had to restore to a state before I got the update. My Start Menu, Cortana, and Action Centre are completely dead, which I know are things that can happen without the update, but after I re-downloaded it, nothing changed. I still can't get any of them to work. Is there anything I can do about this? Or do I have to go back to the previous build or something and start all over?

same thing happened to my laptop. Can't even access the Setting app, was wondering my laptop will still be updated?

Look for the powershell solution in the other thread about this problem.
Worked for me.
