Store download limit changes suddenly

Hi I have Lumia 630 and I use internet on my 3g connection but sometimes it has limit of 100 Mb and sometimes only 20 Mb, I just don't know what is going on I haven't changed the wifi setting on phone so what is really the cause?

Check if you have data sense activated (settings --> Data Sense)

No it is off

Turn it on and off, then soft reset the phone and see if that helps any

I vaguely remember that one of those numbers (100?) is for app downloads and the other (20?) is for generic file downloads, like a video or audio file.
