Strange/Quick Popup

This is strange, not sure how to describe. I've noticed since the creator's update, that I get this message box that comes up, but disappears in about a 1/2 second. I have no idea what it is. It happens so fast I can't read anything. It has happened a number of times, with no consistent application running at the time. Has anyone heard of such a thing? I'm freaked out. Is some new Windows privacy tracking me??

I have found that it happens every hour at 54 minutes past. I'm going to see if I can use a screen recorder at that time. I tried recording with my phone, but I guess the phone's frame rate isn't fast enough. May have to try recording with a BluRay camcorder at 60P. Would I be able to find anything in the windows event history?

Found it! Fired up the screen recorder right before 7:54 here. See pic.

For me it pops up every hour. Googling that led me to links with others users having similar issues.
