suggestion for a tablet

Hi
My dad wants to buy a new tablet with pen with 10 inch screen the budget is around 400 $ , are there any good windows tablet or i suggest to him the galaxy note 10.1 ?

- Surface Pro 2 (used)
- Dell Venue 11 Pro (maybe older model)
- Surface 3
- older models are also a thought
