For those of us who cant or aren't jumping to the S3, what are the chances we will at least have the ability to run the Google and IOS developed apps Microsoft is trying to support in Windows 10?
 
For those of us who cant or aren't jumping to the S3, what are the chances we will at least have the ability to run the Google and IOS developed apps Microsoft is trying to support in Windows 10?

1 - Surface 2 *RT*
2 - The idea of "one" OS comes from the fact that all Windows devices use WinRT based apps.
3 - Android/iOS developers will be given tools that help convert parts of their apps into WinRT ones.

In terms of Universal apps you are safe, but don't get hung on the iOS/Android bit
 
Considering that there has been absolutely no mention of the Windows RT updates that are supposed to come, and W10 mobile seems to be slipping behind schedule, I'd say the chances are slim.
