I just began using the Surface Book with Performance Base (i7, 16/512). Device Manager shows both the Intel 520 and the 965M working properly. When I tried to open the Nvidia Control Panel, it said that there was no Nvidia GPU attached. After making sure that Windows Update was completely updated, I installed the latest Nvidia Drivers, which did allow me to access the Nvidia Control Panel.
One major reason I wanted this device was how well it handled gaming. I saw a Windows Central review video that showed it running Gears of War 4 and Forza Horizon really well, considering the hardware. I'm not expecting it to be a powerhouse and understand its limitations, but I really don't think it's using the 965M. On this device, Forza runs subpar on low settings - unlike the video. I don't have Gears 4 on PC so I can't test it. I tried Street Fighter V on low settings and that also had terrible results. It really seems like it's using the 520 rather than the 965M, unless the 965M is really that bad.
Does anyone have any ideas? I saw an article that tries to force the previous Surface to use the Nvidia card and those steps didn't really do anything.
