Surface Pro 2 webcam not working with Skype on Windows 10

So I've been having this weird issue where whenever I try to use skype on my Surface pro 2 the cameras won't initialize on either the desktop program or the new app. I tried uninstalling the cameras and reinstalling them and I've done all the updates. There is nothing wrong with the camera because it still shows up in the camera app. Tried uninstalling both program and still issues.

Which Windows? if 10, then check privacy then Camera.
