Surface Pro 3 shutting off with settings set to hibernate?

Whenever I close my Surface Pro 3 Cover or hit the Power Button, my Surface Pro 3 shuts off, even though my settings are set to Hibernate rather than Close. Does anyone know how to fix this, as it's annoying that I can't put my Surface to sleep.
