Surface pro 4 stuck with blue ring, keeps reloading

I have a surface pro 4 that just keeps restarting, it says surface, and has a blue ring that is only half loaded, and it gets stuck there, and just restarts. I have done a hard restart, I tried the power and up volume, and I tried resetting with a usb with the power and down volume. Is there ANYTHING I can do to get this machine working?

Have you considered taking it to a service centre?
 
No, I haven't I don't know where one is. Also, it is a used system, so it is registered to someone else.
 
try downloading a windows 10 image to a usb. of course, you need another PC to do this. boot off that usb drive and reset the machine to factory. since the windows 10 license is already activated, you won't have to worry about registration. wipe away any remnants of the previous owner by resetting to factory.
 
I have a usb that I created in order to reset it. The problem is, when I try to boot to the USB, it doesn't work. It just keeps going to the screen above.
