Surface Pro 7 Turbo Boost not working on AC power

Regardless of load on processor, it stays on 1.19ghz and NEVER changes. If I take it off AC power, the clock speed varies as it should, going up and down normally. Any ideas? It's only two weeks old, no modifications.

Does the power option dynamically change from (Best performance) when plugged in, to (recommended) when on battery?
