Why my windows phone or Zune donot sync my documents or PDF files in my system into the phone inbuilt memory. Instead its allowing syncing with sky drive and later downloading to my phone using internet connection. Please suggest me if there is other way to place my files directly into phones memory using Zune or any other application.

No...files do not sync over the phone. You have 25 GBs on your SkyDrive and much, much less on your phone...but you have to have the item in your SkyDrive to have access to it on your phone.
