Text messages don't reliably send anymore

Since the last 8.1 Update (8.1 Dev Update 1?) My texts don't send anymore when the battery is low. If I plug it in, they'll all be sent. Sometimes they won't send even if the battery isn't low. So now my phone is sending out mass text blasts late at night when I plug it in and I'm not getting responses in a timely fashion. Anyone else seeing this? Lumia 1020.
